PURCHASING & BIDDING PROCDURES
The City of Troy's purchasing procedure for the acquisition of goods and services is outlined in ordinance No. 1018. This ordinance outlines three (3) means of acquiring goods and services, Open market (less than $1,000), Informal Bidding ($1,000 to $9,999), and Formal Bidding ($10,000 or more).
Open Market Procedure
Purchases can be made on the open market without bids or proposals.
Informal Bidding Procedure
Acquisitions less than $10,000 are not formally advertised. Informal bids are be conducted by departments. This is done by department personnel soliciting bids from vendors.
Formal Bidding Procedure
Formal sealed bid or sealed proposal processes are conducted for acquisitions above $10,000. The advertisement for bid is posted online and in the City's official newspaper.
Formal bids must be submitted on the date and time specifically noted in the solicitation.
PUBIC WORKS CAPITAL IMPROVEMENTS CONTRACTING
The following is a summary of the City of Troy's public works contracting process managed by the Engineering Department. This process is used for large projects utilizing the formal bidding procedure required by the City’s purchasing ordinance. For purchasing under $10,000, the Public Works Department may use the City’s informal bidding procedure.
Advertisement
Public works projects are advertised in the Lincoln County Journal, thru various construction industry plan rooms, and online on the City's website.
Obtaining Bid Documents
Instructions for obtaining the project manual and drawings are specified in the advertisement. Bid documents for most projects are distributed through the Engineering Department. Plans can be viewed at several plan rooms as specified in the advertisement.
Planholders List
Contractors and subcontractors may call the Engineering Department (636-528-1254) to obtain the planholder's list.
Bid Submission and Contract Requirements
The project manual describes the bidding and contracting requirements necessary for each project. These requirements will be evaluated for responsiveness and responsibility. To be considered, bids must be submitted at the place, date and time specified in the advertisement. Most bids are due at or before 2:00 p.m. on Wednesdays.
Notice of Intent to Award
After determination of the apparent successful vendor, the City issues a Notice of Intent to Award that is forwarded to all bidders.
Prevailing Wage
The City requires that the prevailing wage rate be paid to all employees working on its construction projects in accordance with Missouri State Law.
